National Wireless Independent Dealer Association

NWIDA supports the Consumer Technology Association (CTA) and the U.S. Chamber of Commerce in their request to the Court of International Trade to establish an efficient, orderly process for issuing tariff refunds in V.O.S. Selections, Inc. v. Trump (CIT).

For NWIDA’s dealer members—and our wholesale vendor and distributor partners—this issue is immediate and practical. Tariff costs have been absorbed across the channel in real time: tighter margins, higher landed costs, disrupted pricing, and delayed purchasing decisions. When refund mechanisms are unclear or slow, it prolongs uncertainty and restricts the ability of businesses to plan, reinvest, and grow.

CTA and the Chamber’s brief makes several points NWIDA strongly agrees with:

Refunds should be swift and straightforward

Businesses that paid these tariffs need a process that is clear, predictable, and easy to navigate—without unnecessary paperwork, delays, or fragmented procedures.

Smaller businesses feel the burden most acutely

While this affects companies of all sizes, the cash-flow impact can be especially severe for smaller dealers, regional distributors, and emerging vendors who have fewer options to absorb unexpected costs.

The process should prevent avoidable “middlemen” costs

NWIDA shares the concern that third parties could insert themselves into the process in ways that reduce the value of refunds ultimately delivered to operating businesses. Refunds owed to businesses should return to those businesses as directly as possible.

NWIDA appreciates CTA and the U.S. Chamber for advocating for a refund framework that prioritizes certainty, efficiency, and fairness—so our members and partners can focus on serving customers, supporting jobs, and investing in their operations rather than navigating avoidable administrative complexity.
